Afghan Relief is committed to transparently collecting and distributing Zakat funds in accordance with Islamic principles. All Zakat entrusted to Afghan Relief is allocated exclusively to eligible beneficiaries in Afghanistan, with a focus on the most vulnerable. These include orphans, widows, and families affected by poverty, natural disaster, and displacement.

  • 100% Program Allocation of Zakat: Afghan Relief allocates 100% of Zakat donations directly to eligible programs. Zakat funds are not used for marketing, fundraising, or general administrative expenses.
  • Permissible Zakat Administration Costs: Only the field-based Zakat administrator (Amil), as permitted under Islamic law, may receive a portion of Zakat. This amount is strictly capped between 0–10% and taken only when necessary for direct delivery and oversight of Zakat distributions.
  • Timely Distribution: Afghan Relief commits to distributing all Zakat funds within 12 months (one lunar year) of receipt.

1. Introduction

Afghan Relief is a non-profit humanitarian organization dedicated to alleviating suffering and restoring dignity among vulnerable populations in Afghanistan. As a Muslim-guided organization, Afghan Relief recognizes Zakat as an act of worship and a sacred trust (Amanah). The organization is committed to ensuring that all Zakat funds are collected, managed, and distributed responsibly, transparently, and in full compliance with Islamic law. This Zakat Policy outlines the principles, guidelines, and processes governing the collection, management, distribution, and reporting of Zakat funds by Afghan Relief.

2. Principles of Zakat

Zakat is one of the five pillars of Islam and is obligatory upon eligible Muslims. Its purpose is to purify wealth and to provide relief to those whom Allah has designated as rightful recipients.

Afghan Relief adheres to the following Zakat principles:

  • Zakat will be collected and distributed in accordance with the Qur’an and Sunnah.
  • Zakat funds will be distributed within one lunar year (12 months).
  • Zakat funds will only be given to eligible recipients as defined by Islamic law.
  • Zakat funds will not be used for Afghan Relief’s domestic administrative, operational, or fundraising expenses.
  • Afghan Relief will consult and collaborate with qualified Islamic scholars to ensure ongoing compliance.
  • Afghan Relief will maintain transparency and accountability through regular donor reporting.

3. Eligible Recipients of Zakat

The Qur’an (9:60) defines eight categories of Zakat recipients. Afghan Relief focuses on those most affected by poverty and crisis in Afghanistan, primarily within the following categories:

3.1 Zakat-Eligible Categories Served

  • The Poor (Fuqara)
    Individuals or families with little or no means to meet basic living needs.
  • The Needy (Masakeen)
    Those who have some income but remain unable to sustain essential needs such as food, shelter, healthcare, or education.
  • Those in debt (Al-Gharimin)
    Individuals or families burdened by legitimate debts incurred due to hardship, emergencies, or the inability to meet essential living needs.
  • Zakat Administrators (Amil)
    Field-based personnel directly responsible for identifying eligible beneficiaries and distributing Zakat, compensated only within permitted limits (0–10%).

Orphans and widows in Afghanistan frequently fall within the categories of Fuqara and Masakeen and are therefore eligible recipients of Zakat.

4. Collection and Management of Zakat Funds

4.1 Restricted Zakat Funds

  • All Zakat payments are collected into a separate, restricted Zakat fund.
  • Zakat funds are fully segregated from non-Zakat donations (e.g., Sadaqah, general charity).
  • Zakat donors are provided clarity on how and where their Zakat will be utilized.

4.2 Use of Funds

  • Zakat funds are never used for Afghan Relief’s domestic administrative or operational costs.
  • Zakat funds are used exclusively for eligible beneficiaries.
  • Any permissible Zakat administration expense applies only at the field level and solely for Zakat distribution activities.

5. Distribution of Zakat Funds

5.1 Programmatic Use

Afghan Relief allocates Zakat funds to provide essential humanitarian assistance to eligible recipients in Afghanistan, including but not limited to:

  • Food assistance and nutrition support
  • Clean drinking water for remote villages
  • Clothing and winterization aid
  • Shelter and housing assistance
  • Healthcare and medical support
  • Education-related basic needs for orphaned children
  • Empowerment, vocational training and livelihood support

All Zakat-funded programs are designed to meet immediate and essential needs, in alignment with Islamic principles.

5.2 Geographic Focus

Zakat funds are distributed primarily within Afghanistan, with priority given to regions experiencing extreme poverty, displacement, food insecurity, or humanitarian emergencies.

5.3 Scholarly Oversight

Afghan Relief collaborates with qualified Islamic scholars to review Zakat eligibility, distribution mechanisms, and program design to ensure full compliance.

6. Reporting and Transparency

Afghan Relief is committed to donor trust and accountability through the following measures:

  • An annual Zakat report detailing total Zakat collected, distributed, and remaining balances (if any).
  • Clear disclosure of Zakat usage across eligible categories.
  • Categorization of Zakat expenditures in official financial filings (including IRS Form 990, where applicable).
  • Ongoing communication with donors regarding Zakat-funded programs and impact.

7. Commitment to Amanah (Trust)

Afghan Relief views Zakat as a sacred trust from Allah and from its donors. The organization pledges to uphold the highest standards of integrity, transparency, and compliance in all aspects of Zakat management, ensuring that every eligible dollar reaches those for whom it is intended.
